The Union Database (UDB) is a database developed by the European Union with the purpose of monitoring and controlling liquid and gaseous transport fuels derived from biomass throughout the entire supply chain. This database is part of the EU’s strategy to ensure compliance with sustainability criteria and the reduction of greenhouse gas (GHG) emissions, as required by the Renewable Energy Directive (RED II).

Regulations related to the UDB are outlined in Article 28(2) of Directive (EU) 2018/2001 (RED II) and in Article 31a of the forthcoming Directive (EU) 2023/2413 (RED III). Provisions regarding the UDB are also included in Commission Regulation (EU) 2022/996 of 14 June 2022.

Main tasks of the UDB:

Tracking flows: The UDB enables the tracking of biofuels from the origin of the raw material, through production and the entire supply chain, to the end user, ensuring full transparency and compliance with EU standards.

Preventing fraud: The UDB aims to prevent fraud related to the double-counting of biofuel batches toward renewable energy targets in transport or incorrect certification of biofuels.

GHG emissions reduction: The database contains information on GHG emissions generated at each stage of biofuel production and distribution, aiding in achieving EU climate policy emission reduction targets.

DB users: the UDB is used by Member States as well as biofuel producers, suppliers, certification bodies and voluntary schemes. This database is a crucial tool in achieving the EU’s energy transition goals and increasing the share of renewable energy.

Currently, entities certified under the “Biofuels and Bioliquids” pathway are required to use the Union Database.

Responsibilities of UDB users:

Voluntary schemes:

Register economic operators and certification bodies in the UDB, including sending invitations to activate accounts for lead users.

Monitor the validity of the certificates of the economic operators.

Certified economic operators:

Create an EU Login account to access the UDB.

Verify the accuracy of the data entered.

Set up accounts for other users within the organization.

Notify voluntary schemes if changes need to be made in the UDB.

Enter their suppliers and buyers.

Conduct transactions within the UDB.
