KZR INiG PoC Trader Certification

In order to demonstrate compliance with other legal acts, e.g. the target for sustainable marine fuels (EU regulation 2023/1805), aviation fuels (EU regulation 2023/2405), or the EU ETS, it is necessary to demonstrate the use of sustainable fuels, i.e. fuels that meet the requirements of Article 29 of Directive 2018/2001 (as amended by Directive 2023/2413). However, EU legislation restricts the verification of compliance with sustainability criteria to the entity responsible for meeting the national target. This has created a legislative gap between the entity responsible for meeting the national target and the entity obliged to supply or use sustainable fuels. To resolve this issue, a complementary system has been developed alongside the KZR INiG system: the KZR INiG PoC Trader. The KZR INiG PoC Trader system is a voluntary certification scheme ensuring the continuity of sustainability documentation for a given batch of fuel, aimed at entities outside the KZR INiG chain, i.e. those in the distribution segment of the sustainable fuels supply chain. Under this system, the main document confirming compliance with the KZR is a document known as a PoC (Proof of Compliance).

The main objectives of the KZR INiG PoC Trader certification are:

To ensure the traceability of the product at each stage of the distribution part of the supply chain.

Linking the PoC document to a specific batch of the product and to information regarding its origin and KZR characteristics.

Establish rules governing the provision of information on a product’s compliance with the requirements of RED III.

Ensuring the continuity of documentation throughout the supply chain: from the producer to the end user.

As part of the KZR INiG PoC Trader certification, the following have been developed:

a) The “KZR INiG – PoC /1” procedure, which specifies:

the entities involved in the distribution part of the supply chain and their roles,

the rules for managing fuel batches that comply with KZR,

the rules for the transfer of documentation between the fuel supplier and the end user, highlighting the differences between the PoC and PoS documents,

requirements regarding the structure of the PoC document, clearly setting out the rules for its issuance,

the obligations of the economic operator regarding the handling of PoC documentation, including the certification process for the ‘PoC Trader’ scope,

requirements for certification bodies, including the process for obtaining authorisation, internal control and requirements for auditors,

requirements and the audit process for ‘PoC Trader,

b) PoC document template for biofuels,

c) PoC document template for RFNBO and RCF fuels.

The PoC Trader certificate is an additional certificate, independent of the basic KZR INiG certificate. It requires a separate audit procedure and a separate certification decision.
